Bugfix for the once-per-second pulsing on Linux

Primarily a fix for the once-per-second "pulsing" that some users on Linux are experiencing. I thought this was fixed in 2.6.2, but it turns out there were two causes. This fixes the second.

Changes

• Fix: on Linux, there is a drop in frames every 1 second; the drop is linked to filesystem traffic. The plugin monitors X-Plane 12/Output/preferences/Miscellaneous.prf for changes in the font size and UI scaling (via notify); DRT was receiving notifications even when changes had not been made. I'm not sure if this is a bug/quirk of notify or perhaps Linux, but I have successfully worked around it. (Thanks caribu and RandomUser for their persistance and testing)
• Fix: issues with accented characters rendering improperly in the French translation.
