Tooltips to explain buttons, commands, and datarefs

X-Plane uses tooltips to explain buttons and provide additional context in the settings screen; this release uses tooltips throughout the UI to do the same.

Buttons and checkboxes: Tooltips are now present on the various buttons and checkboxes around DataRefTool, explaining what each does, and showing the relevant keyboard shortcut.

Datarefs and commands: For datarefs and commands, the description is shown in a tooltip so you don't have to open the details pane just to get more information about a dataref.

Changes

Improvement: Add tooltips to buttons and commands, with explanations of what they do.
Improvement: Show a summary for each dataref or command, along with their description, manipulator name (from OBJ) and keyboard shortcut (if assigned).
Improvement: Tiny adjustments to improve window resizing and layout.
